The Goal Programme for Public Service Reform and Innovation supports systemic change in public services in Ireland and Northern Ireland with the aim of improving outcomes for people using public services. The programme, funded by The Atlantic Philanthropies, is delivered by CES in partnership with seven government departments in Ireland and Northern Ireland.
Distributed leadership is a useful concept in public service reform, where leadership can be viewed in collective terms, rather than as the preserve of individuals. This vignette, on the topic of distributed leadership in the programme, is one of the outputs of the evaluation. The vignette is based on information available up to July 2018, when field work had been completed covering four of the nine projects.
